Judge Mounzer Debiane is a distinguished Lebanese jurist and international legal consultant with over 30 years of experience in the judiciary, arbitration, and transnational legal advisory fields. His career reflects a profound dedication to justice, institutional integrity, and the modernization of legal systems in Lebanon and the Middle East.

During his extensive judicial service, Judge Debiane held several senior positions within the Lebanese judiciary. He also served as a Member of the High Judiciary Council, Lebanon’s supreme judicial authority, and chaired multiple oversight and regulatory bodies.

Between 2010 and 2015, he served as Legal Counselor at the Judicial Department of Abu Dhabi – Ministry of Justice (UAE), contributing to legal reform and international cooperation. He was also an active member of several national committees in the UAE, including those on Maritime Security, Environmental Law, Stem Cell Regulation, and Intellectual Property Protection.

Judge Debiane is a registered arbitrator with the Abu Dhabi Commercial Conciliation and Arbitration Center (ADCCAC) and the Dubai International Arbitration Center (DIAC), where he has presided over numerous international commercial disputes. He continues to serve as a legal counselor for leading multinational companies and institutions.

An accomplished legal scholar, Judge Debiane has conducted and published research on financial restructuring, maritime law, criminal justice reform, data protection, and press freedom. He holds two Master’s degrees from Paris-Sorbonne University Abu Dhabi — in International Business Law and International Law, International Relations, and Diplomacy — as well as a Diploma in Judicial Studies and a Bachelor’s degree in Civil and Criminal Law from the Lebanese University.
